The Vor-Harzer mines are the only ones that can be used to form the Harzer Werke mining company. Mine #12 has the privilege of being allowed to form the Harzer Werke mining company in the first stock round.
Note that the mine locations on the certificates are all one row and column above what they should be. For example, Mine #1 is in D7, but the certificate says E8. The table on page 5 of the rules is mostly correct (#8 is listed as H8 instead of H7).
