In addition to the upgrades shown below, Section 2 of the rules lists these special situations that apply from phase 5.

When placing a new tile on an empty city hex, a green tile must be used.
If it is a company's first operating turn, they may place or upgrade their home city to a brown city tile as a free tile action.
When placing or upgrading non-city track, a company may pay to skip the normal upgrade sequence.

In each case, follow the upgrade path from the normal yellow tile to determine which tiles may be used.
